Professional Background
David has completed nearly 30 years’ service within the Fire and Rescue Service, employed within both the Dyfed County Fire Brigade and the Mid and West Wales Fire and Rescue Service. Until recently he held the role of Group Manager operating as the Head of the Business Fire Safety Department and the Fire Scene Investigation Team Manager. A recent secondment into the Forensic Capability Network as National Fire Investigation Lead Officer has put him in a position to influence national Fire Investigation Policy and assist Fire and Rescue Services in their attainment of ISO 17020 accredited status for their scope of Fire Investigation Activities.
David has been a Senior Fire Scene Investigator since 2003 attaining the Skills for Justice Level 5 Certificate in Fire Scene Investigation, the BTEC Level 7 Advanced Professional Award in Expert Witness Evidence and most recently his MSc in Fire Investigation from the University of Wolverhampton. He has extensive experience as a Fire Scene Investigator reporting in both the Criminal and Coronial Justice Systems. David is a Director on the Board of the United Kingdom Association of Fire Investigators.
He was instrumental in the adoption of the Chartered Society’s Generic Quality Management System for ISO 17020: 2012 into the Mid and West Wales Fire and Rescue Service. Within this Quality Management System, he has fulfilled the role of Technical Manager since 2018 and Internal Auditor since 2019.
