Professional Background
Professor Bryce held posts as Head of School of Life Sciences and Dean of Faculty of Sciences for over twenty-five years at Edinburgh Napier University. In addition, he focused on International Development for the Faculty of Health, Life & Social Sciences and extended this to work with the Vice Chancellor on developing international research and technology transfer links for all areas of the University.
In the last thirty years, he has published one hundred refereed research publications, and designed and produced about thirty teaching packages in a wide variety of media formats. He has undertaken an international survey of the biochemistry curriculum for science and medical students, and a pan-European survey of curriculum content for programmes in biotechnology. He has served on national and international committees including UK Deans of Science (Chairman), UK Interest Group on Education in Biotechnology (Chairman), Education Group of the Biochemical Society (Chairman), Vice President of the European Federation of Biotechnology (EFB), EFB Task Group on Education and Mobility (Chairman), EFB Task Group on Innovation (Chairman), Secretary General of the Association for Higher Education in Biotechnology (HEduBT, the body which oversees the operation of the Eurodoctorate in Biotechnology), Specialist Adviser to a number of British Council and COSTED Projects in India, member of the Editorial Board of New Biotechnology and former Executive Editor of the journal Bioinformatics. He has acted as an Auditor and a Subject Reviewer for the Quality Assurance Agency (QAA) and for the Scottish Funding Council (SFC) and has also undertaken audit/assessment work in Bangladesh and Hong Kong. He served as a Secretary of State appointment to the Children’s Panel in Scotland. He was appointed as President of the Academic Board at CSM Academy International in Singapore in 2009, a role which continues to develop.
Invited by the British Council to introduce a formal system of Quality Audit and Assessment Reviews (QAAR) for the Medical Schools in Bangladesh. The aims of this project were to:
- Organise and lead interactive Workshop sessions to describe the rationale for quality academic audit and teaching quality assessment in the medical sciences
- Discuss the preparation of guidelines for the conduct of a Quality Assessment and Audit Review (QAAR), building on existing organisational structures
- Prepare senior academic staff for the conduct of an internal audit in preparation for a formal Review to be undertaken by independent, external peers
- Prepare a set of guidelines for the conduct of a formal Quality Audit and Assessment Review of the Medical Schools
- Further the staff development profiles of the key staff associated with the Project
The published outputs from this project were (a) a set of guidelines for the conduct of QAAR, and (b) a Case Study on a Critical Review. Having established an agreed formal national system for such reviews, he was subsequently invited to participate in the first three Review events, these being in Dhaka, Chittagong and Rangpur. He was appointed International Expert for Accreditation of Higher Education Institutes in Bosnia and Herzegovina.
In 2010 he undertook training as an Expert Panellist for the Higher Education and Training Awards Council (HETAC) of Ireland. As HETAC was subsumed into Quality and Qualifications Ireland (QQI) additional training was undertaken in 2013. Charlie undertook an institution review of the Royal College of Surgeons, Ireland, under the auspice of QQI.
CSFS Background
In 2005 Charlie was appointed as an Independent Chair for the Accreditation of Forensic Science programmes of study by the then Forensic Science Society. In this context, he has undertaken many accreditation, surveillance and reaccreditation reviews.
He continues as a Member of the Accreditation Sub-Committee and participates in Assessor Training Events and a range of short-term ad hoc working groups. In 2015 he was invited to take on the role as a Member of the Development Team for the Pre-Employment Assessment of Competence (PEAC) initiative.
